These are the three unlimited statewide OTC elk hunt codes (EE000U1A, EM000U2R, EM000U3R), added together — a real, honest headline number, but one that averages away units running far above or below it. Which units are still OTC determines which pool you are actually hunting in.
They are not quite every over-the-counter elk licence, and the difference matters if you hunt east of the mountains: the plains either-sex licence and the Unit 128 bull licence are also sold over the counter but are unit-specific rather than statewide-unlimited, so they sit outside these three rows. Success varies enormously by unit
CPW's harvest report breaks elk success down by Data Analysis Unit (DAU) — a group of neighboring GMUs sharing a herd (see GMUs, explained for how DAUs and GMUs relate). In the 2025 season, DAU-level elk success ranged from 8-10% in some of the state's most heavily hunted, easiest-to-draw areas up to 50-62% in a handful of lower-pressure DAUs. Deer success rates
Colorado does not run a comparable statewide over-the-counter deer program — OTC deer licenses are limited mainly to white-tailed deer in specific units, not the mule deer hunting most people mean. How to read CPW's own harvest reports
Every big-game species' statistics page on cpw.state.co.us carries a "Harvest" tab with reports going back to 2019. Two tables matter:
- The DAU summary table — hunters, harvest, and success rate for an entire herd area, with a 95% confidence interval. Good for comparing regions.
- The hunt-code table — harvest and success broken out by the exact hunt code (species, sex, unit group, season, weapon), the same granularity as your license. This is the number that actually applies to you. Codes flagged with an asterisk had too few respondents to trust closely.
